About Microplanning

Microplanning is a bottom-up planning process for health campaigns that starts from the lowest implementation unit area and is used to define the activities, resources, timing, and location of implementation and monitoring of health campaigns (Source: WHO).

As a part of planning for the campaign, microplanning workshops are conducted 2-4 months before a campaign to understand the coverage, points of service, points of interest, resources required, etc. During these workshops, data is collected from the ground up and a mapping exercise is conducted to map all of these on a physical map. After that, microplan sheets are created using these maps as a reference.

Need for HCM Microplanning

Following challenges can come up while arriving at these estimates during the manual microplanning process:

  • Difference in administrative and geographical boundaries.

  • The inability to capture a few settlements as a part of the surveys knowingly or unknowingly due to difficult terrain, operational oversight, and lack of time for surveys.

  • No/limited campaign registries/datasets are created for future campaigns

Geo-enabled microplans are correct, complete, and comprehensive, and ensure microplanning exercise results in datasets that can be reused for future campaigns. However, most solutions that come with GIS capabilities for microplanning are:

  1. Either standalone GIS systems without any integration into campaign execution or monitoring systems.

  2. Expensive to adopt.

  3. Tailored to one specific campaign.

  4. Need expert GIS analysts to perform microplanning.

Key Features

HCM Microplanning aims to bring an interoperable microplanning service coupled with GIS technologies for health campaigns which can be:

  • Used standalone for microplanning or along with DIGIT HCM for campaign execution and monitoring.

  • Intended for wide-scale adoption with minimal training and comes with open-source technologies.

  • Used for different kinds of campaigns.

  • Designed to be extensible and scalable.

  • Used to create registries/datasets that can be used for future campaigns.

For the minimum usable and viable product, the following features have been planned for HCM microplanning:

  1. Programme managers/Campaign managers:

  • Upload data required for microplanning population/household estimates.

- Formats - .xlsx, shape files, geosjon.

- Location coordinates are not mandatory for microplanning.

  • Configure parameters for estimation.

  • Configure formulae for arriving at estimated resources (HR, commodities, budgets, etc.).

  • Visualise microplan on a visual layer powered by maps/GIS tech.

  • Generate (as .xlsx), save, print microplans.

  1. GIS analysts:

  • Upload data required for microplanning population/household estimates.

- Formats - .xlsx, shape files, geosjon (that is, with location coordinates).

  • Enable teams to visualise and edit points on a visual layer powered by maps/GIS tech.
